About Us

“There is no greater privilege or more humbling assignment than to give your time, talent and treasure to help others fulfill their God-given potential.”
Scott Turner, Founder
Community Engagement & Opportunity Council (CEOC) is a faith-based, non-profit organization founded by Scott & Robin Turner in the Spring of 2021.
Our Mission
Revitalize communities through sports, mentorship & economic opportunity
Scott Turner
Have you ever heard the saying, “Where God guides, God provides!?”
Founder of CEOC, Scott Turner, can certainly attest to its truth. During his journey across the U.S. as the Executive Director of the White House Opportunity and Revitalization Council (WHORC), he witnessed some of our nation’s most distressed communities and the issues that often plague them.
Deeply troubled, Scott felt led to do more; hence the Community Engagement & Opportunity Council (CEOC) was birthed.
Its mission is simple, help those in need by utilizing the many gifts, experiences, and strategic relationships God has entrusted to the CEOC family.
Our Founding Board and staff are filled with remarkable individuals who enthusiastically promote and fulfill our mission to transform communities through sports, mentorship, and economic opportunity.
Our First Kids Learning Program, First Down Mentorship Program, and Community Partnerships advance this pursuit through literacy enhancement, leadership & character training, community revitalization, and more.
Prior to his work at the WHORC, Scott served two terms in the Texas House of Representatives and held the 17 year title of Chief Inspiration Officer at Systemware, Inc.
Recently, Scott operated as the Chief Visionary Officer at JPI and CEO of Scott Turner Consulting Group.
He has also provided services as a Senior Advisor at the NFL and Associate Pastor at Prestonwood Baptist Church.
Additionally, Scott is a nationally recognized motivational speaker and nine year NFL veteran with the Washington Redskins, San Diego Chargers, and Denver Broncos.
Scott serves this mission alongside his best friend, co-founder of CEOC, and wife, Robin.
